A BILL TO BE ENTITLED
 
AN ACT
  relating to a study conducted by the Texas Department of
  Transportation regarding the transportation needs of the Middle Rio
  Grande region of this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a)  The Texas Department of Transportation
  shall conduct a study to assess the long-term transportation needs
  of the area served by the Middle Rio Grande Planning Region council
  of governments.
         (b)  The study must consider how transportation needs of the
  area relate to economic development, commuter safety, traffic
  congestion, and homeland security.
         (c)  Not later than January 1, 2021, the Texas Department of
  Transportation shall submit a report on the results of the study to
  the governor, the lieutenant governor, the speaker of the house of
  representatives, and the presiding officer of each standing
  committee of the legislature with jurisdiction over transportation
  matters.
         (d)  This Act expires January 31, 2021.
         SECTION 2.  This Act takes effect September 1, 2019.
