A BILL TO BE ENTITLED
 
AN ACT
  relating to a voluntary labeling program for meat and poultry
  products originating in this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 433, Health and Safety
  Code, is amended by adding Section 433.046 to read as follows:
         Sec. 433.046.  VOLUNTARY TEXAS MEAT AND POULTRY LABELING
  PROGRAM. (a)  The executive commissioner by rule shall, in
  consultation with representatives of the meat and poultry industry:
               (1)  develop a label for meat and poultry products sold
  in this state that indicates whether a meat or poultry product
  originated in this state; and
               (2)  develop incentives for a person who sells meat or
  poultry to use the label.
         (b)  A meat or poultry product sold in this state is not
  required to include a label developed under this section.
         SECTION 2.  As soon as practicable after the effective date
  of this Act, the executive commissioner of the Health and Human
  Services Commission shall adopt rules necessary to implement
  Section 433.046, Health and Safety Code, as added by this Act.
         SECTION 3.  This Act takes effect September 1, 2021.
