A BILL TO BE ENTITLED
 
AN ACT
  relating to required notice to high school students and parents or
  guardians regarding a student's receipt of certain awards,
  recognitions, and scholarship opportunities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 28, Education Code, is
  amended by adding Section 28.0261 to read as follows:
         Sec. 28.0261.  NOTIFICATION OF AWARDS, RECOGNITIONS, AND
  SCHOLARSHIP OPPORTUNITIES.  The board of trustees of a school
  district and the governing body of an open-enrollment charter
  school shall notify each high school student enrolled at the
  district or school and the student's parent or guardian as soon as
  practicable after the school receives information indicating that
  the student:
               (1)  has earned an award or recognition; or
               (2)  is eligible for a scholarship opportunity as a
  result of the student's achievement, including the student's
  qualification for the National Merit Scholarship Program.
         SECTION 2.  This Act applies beginning with the 2023-2024
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2023.
