A BILL TO BE ENTITLED
 
AN ACT
  relating to the validity of a proposed state agency rule for which
  the agency fails to publish a summary of the rule on the agency's
  Internet website.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 2001.023, Government Code, is amended by
  adding Subsection (e) to read as follows:
         (e)  A state agency's failure to publish on the agency's
  Internet website a summary of a proposed rule as required by
  Subsection (c) does not invalidate the adopted rule or any agency
  action taken related to the rule.
         SECTION 2.  This Act takes effect September 1, 2023.
