BE IT RESOLVED by the House of Representatives of the State of | ||
Texas, 86th Legislature, Regular Session, 2019, That House Rule 13, | ||
Section 9(a), be suspended in part as provided by House Rule 13, | ||
Section 9(f), to enable the conference committee appointed to | ||
resolve the differences on House Bill 2327 (preauthorization of | ||
certain medical care and health care services by certain health | ||
benefit plan issuers and to the regulation of utilization review, | ||
independent review, and peer review for health benefit plan and | ||
workers' compensation coverage) to consider and take action on the | ||
following matter: | ||
House Rule 13, Section 9(a)(1), is suspended to permit the | ||
conference committee to amend text not in disagreement in proposed | ||
SECTION 3.02 of the bill, in the transition language, to read as | ||
follows: | ||
SECTION 3.02. The changes in law made by Article 2 of this | ||
Act apply only to utilization, independent, or peer review | ||
requested on or after September 1, 2020. Utilization, independent, | ||
or peer review requested before September 1, 2020, is governed by | ||
the law as it existed immediately before the effective date of this | ||
Act, and that law is continued in effect for that purpose. | ||
Explanation: The change is necessary to delay the | ||
implementation of Article 2 of the bill by a year. | ||
