R E S O L U T I O N
         WHEREAS, William H. Lindley is retiring as Highland Park town
  administrator on May 26, 2023, drawing to a close a distinguished
  career in municipal government that has spanned more than four
  decades; and
         WHEREAS, Over the course of his 15 years as town
  administrator, Bill Lindley has played an instrumental role in
  assisting the town council in implementing a 10-year operating and
  capital budget; he was integral to the renovation of the town's
  parks and town hall, as well as improvements to the roads and
  utility systems; during his tenure, he has ably guided Highland
  Park through many difficult challenges, including the West Nile
  virus outbreak, Winter Storm Uri, and the COVID-19 pandemic; and
         WHEREAS, Mr. Lindley holds a bachelor's degree and has
  completed coursework toward a master's degree in public
  administration, and he received continuing education certification
  in public management and mediation; prior to joining the Highland
  Park staff, he held several senior leadership positions with local
  governments in Gladewater, Rusk, Cedar Hill, DeSoto, and
  Colleyville, which was the recipient of the 2006 Municipal
  Excellence Award from the Texas Municipal League while he was city
  manager; he has been honored with the Jay Sansom Mentor Award from
  the North Texas City Management Association and the Mentoring Award
  in Memory of Gary Gwyn from the Texas City Management Association;
  and
         WHEREAS, Through his skill and dedication, Bill Lindley has
  greatly benefited the Highland Park community, and he may reflect
  with pride on his many contributions as he begins the next exciting
  chapter of his life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby congratulate William H. Lindley on his
  retirement as Highland Park town administrator and extend to him
  sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Lindley as an expression of high regard by the
  Texas House of Representatives.
