WHEREAS, 19 school children were murdered and two teachers at | ||
Robb Elementary in Uvalde, Texas on May 24, 2022, and | ||
WHEREAS, hundreds of law enforcement officials, including at | ||
least 91 Department of Public Safety (DPS) troopers and rangers, | ||
waited 77 minutes before ending the slaughter of innocence while | ||
children and teachers bled out on the floor of their classroom; and | ||
WHEREAS, the failure to intercede on behalf of the injured | ||
and mortally wounded may have led to the death of several children | ||
and, at least, one teacher, and exacerbated the wounds of other | ||
victims; and | ||
WHEREAS, the failure on behalf of the law enforcement | ||
officials, including DPS employees, to adequately and efficiently | ||
care for the wounded may have further aggravated the injuries and | ||
suffering of the victims; now, therefore, be it | ||
RESOLVED, by the Legislature of the State of Texas, That a | ||
student or teacher injured or killed during the attack on Robb | ||
Elementary on May 24, 2022, with a claim based on the conduct or | ||
negligence of a state employee is granted permission to sue the | ||
State of Texas and any of its agencies, departments, bureaus, | ||
boards, commissions, offices, councils, courts, and institutions | ||
of higher education subject to Chapter 107, Civil Practice and | ||
Remedies Code, for damages authorized by law. |
