R E S O L U T I O N
         WHEREAS, Juandelle Wainscott Lacy Roberts of Midland
  celebrated her 95th birthday on January 23, 2023, and this occasion
  provides a welcome opportunity for family and friends to express
  the love and affection they hold for her; and
         WHEREAS, The former Juandelle Wainscott was born in 1928 to
  the Reverend and Mrs. C. E. Wainscott in Quitaque; in 1945, she was
  joined in matrimony to James W. Lacy, and she became the proud
  mother of two children; following Mr. Lacy's death, she was
  fortunate enough to find love again and married W. V. "Red" Roberts,
  with whom she shared a fulfilling union that spanned nearly two
  decades until his passing in 2020; and
         WHEREAS, Over the course of her life, Mrs. Roberts has
  established a number of important philanthropic initiatives,
  including the Excalibur Round Table that benefits cancer research,
  a school for Romani children in Romania, the Wainscott-Lacy
  Memorial Fund scholarship program for students at Baptist schools,
  and an engineering scholarship for students at Texas Tech
  University; she is a longtime national board member of the American
  Cancer Society and a recipient of the Lifetime Excalibur Award for
  her generosity; in addition, she has supported a number of
  symphonies, as well as Baptist and other evangelical missionary
  work across the Americas, Africa, Eastern Europe, and Asia; and
         WHEREAS, An active member of the Texas Federation of
  Republican Women for 65 years, Mrs. Roberts has served on its board
  and has been honored by the organization with the First Legacy
  Leadership Award, the Ten Outstanding Women Award, and the Tribute
  to Women Award; moreover, she has worked in behalf of the Republican
  Party in three states, serving as chair of the Tulsa County group,
  and she mentored a young George W. Bush when he first ran for state
  office; and
         WHEREAS, Respected and admired by all who are privileged to
  know her, Juandelle Roberts may reflect with great satisfaction on
  a lifetime of achievement, and it is a pleasure to join her many
  friends and loved ones in honoring her on this memorable occasion;
  now, therefore, be it
         RESOLVED, That the Senate of the 88th Texas Legislature
  hereby congratulate Juandelle Wainscott Lacy Roberts on her 95th
  birthday and extend to her sincere best wishes for continued
  happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mrs. Roberts as an expression of high regard by the
  Texas Senate.
