SENATE RESOLUTION NO. 96
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Emmett Gloyna, who is retiring July 31, 2013, from the
  Jackson County Navigation District; and
 
         WHEREAS, Mr. Gloyna joined the district after 40 years of
  service as an engineer and administrator in the field of water
  resource management; he first worked with the United States
  Department of the Interior's Bureau of Reclamation, where he
  coordinated the Water Resource Development Program and retired
  after 28 years; he then served for 12 years as general manager of
  the Lavaca-Navidad River Authority; and
 
         WHEREAS, A graduate of Texas Tech University, Mr. Gloyna
  has handled his responsibilities with the Jackson County
  Navigation District with exceptional skill and dedication; and
 
         WHEREAS, Throughout his long and distinguished career, he
  has been noted for his superior engineering skills and his
  outstanding talent for managing the planning, design, and
  construction of complex projects; he is also noted for his
  ability to work with local, state, and federal agencies to
  achieve his goals; and
 
         WHEREAS, An exemplary administrator, he is respected and
  admired by his colleagues, and his presence at the Jackson County
  Navigation District will be greatly missed; now, therefore, be it
 
         RESOLVED, That the Senate of the State of Texas, 83rd
  Legislature, 2nd Called Session, hereby commend Emmett Gloyna on
  his many achievements and his contributions to the community,
  congratulate him on his retirement from the Jackson County
  Navigation District, and extend to him best wishes for continued
  success in all his endeavors; and, be it further
 
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
