Establishes a series of programs and requirements relating to youth and sports-related concussion research. Among other things, the bill requires the Centers for Disease Control and Prevention to establish a national system to determine the incidence of sports-related concussions among youth. The National Institutes of Health must also conduct or support specified concussion research, such as research regarding predictors and outcome modifiers of youth concussions. The bill also temporarily establishes a Concussion Research Commission. The commission must review supported research and make systemic recommendations regarding youth and sports-related concussions.
