Summary

Prohibits using available funds to build any new border barriers through a declaration of a national emergency. It also prohibits using such funds to declare a national emergency with respect to immigration concerns at the U.S.-Mexico border. This restriction shall be enforced during a lapse in the appropriations of any federal agency.
