Summary

Minimum Staffing of Air Traffic Controllers Act of 2013 - Directs the Secretary of Transportation (DOT) to take necessary action to ensure that a commercial airport has at least two air traffic controllers on duty and physically situated within the airport's air traffic control room or tower at all times during periods of airfield operations.
