Summary

Raising a question of the privileges of the House pursuant to article I, section 7, of the United States Constitution. Recommits to the committee of conference H.B. 5515 (John S. McCain National Defense Authorization Act for Fiscal Year 2019) because, in the opinion of the House of Representatives, the conference report contravenes the clause of the Constitution requiring bills raising revenue to originate in the House and is an infringement of the privileges of the House.
