Summary
Amending the Rules of the House of Representatives to allow independent, non-government television cameras to broadcast House floor proceedings. Amends the Rules of the House of Representatives to permit certain television and radio broadcasting stations, networks, services, and systems (including cable systems) and their correspondents to record and broadcast live coverage of the House whenever a House Member is present on the floor.
