Summary
Allows a state department of transportation that has assumed the environmental review responsibilities of the federal Department of Transportation under the surface transportation project delivery program to apply to the Environmental Protection Agency to administer, for highway projects, an individual and general permit program for discharging dredge and fill material into navigable waters.
Title
A bill to amend the Federal Water Pollution Control Act to increase the ability of a State to administer a permit program under that Act, and for other purposes.
