Summary

Certain electrical generating facilities; competitive procurement. Provides that in any petition by a Phase I or Phase II Utility for a certificate of public convenience and necessity to construct and operate an electrical generating facility that generates electric energy derived from sunlight, such utility shall demonstrate that the proposed facility was subject to competitive procurement or solicitation.
