Be it enacted by the General Assembly of Virginia:

1.  That the second enactment of Chapter 18 of the Acts of Assembly of 2009 is amended and reenacted as follows:

2. That the regulation that establishes local program criteria and delegation procedures and the water quality and water quantity criteria, that is referenced in subsections A and B of §10.1-603.3 of this act, shall not become effective prior to July 1, 2010 2012.
