HOUSE BILL NO. 1889 Offered January 14, 2015 Prefiled January 13, 2015 A BILL to amend and reenact §5.1-44 of the Code of Virginia, relating to airport fees and charges. ---------- Patrons-- Jones; Senator: Newman ---------- Committee Referral Pending ----------

Be it enacted by the General Assembly of Virginia:

1. That §5.1-44 of the Code of Virginia is amended and reenacted as follows:

§5.1-44. Rules and regulations; fees and charges.

A. The governing body of such city, town or county, or a board, commission, authority or body created under §5.1-36, may adopt regulations not in conflict with the rules and regulations adopted and promulgated by the Board from time to time and establish fees or other charges for the use of such airport or landing field or may authorize an officer representing such city, town, county, board, commission, authority or body to adopt such regulations and establish such fees and charges.

B. Any charges on ground transportation providers imposed by the governing body of Richmond International Airport:

1. Shall be assessed in the same manner as charges imposed on other providers of ground transportation; and

2. Shall not be based on the gross receipts of the ground transportation provider.

For purposes of this subsection, "ground transportation providers" shall include hotel shuttles, shared van rides, and off-airport parking shuttles.
