Be it enacted by the General Assembly of Virginia:

1. §1. Performance evaluations of employees of the Department of Transportation and the Department of Rail and Public Transportation who are employed in Planning District 8 shall include, as a component worth 50 percent of the summative rating, the extent to which congestion has been reduced in Planning District 8 during the period for which the evaluations are made, relative to targets established annually by the Departments. Beginning July 1, 2016, the Department of Transportation shall annually publish on its website the overall change in congestion in Planning District 8 from the previous year.
