HOUSE JOINT RESOLUTION NO. 341
Celebrating the life of Locke A. Taylor, DVM.

WHEREAS, Locke A. Taylor, DVM, a trusted veterinarian in Richmond who was passionate about providing the finest care to animals and their families and touched countless lives through his compassion, generosity, and professionalism, died on November 30, 2023; and

WHEREAS, Locke Taylor grew up in Richmond and knew from a young age that he wanted to care for animals; at the age of 13, he began working for a veterinarian near his home, assisting with anything he could, like cleaning the kennels and traveling with the doctor to local farms; and

WHEREAS, Locke Taylor attended Hermitage High School, where he was elected as senior class president, then graduated from Virginia Polytechnic Institute and State University as a member of the Corps of Cadets; and

WHEREAS, Locke Taylor continued his education at the University of Georgia College of Veterinary Medicine, then returned to Richmond, where he opened his own veterinary practice in a small cinderblock building and began his life's work; and

WHEREAS, over the next 54 years, Locke Taylor provided his knowledge and expertise to veterinary hospitals throughout Central Virginia and grew his practice, Locke A. Taylor Veterinary Hospital, to become one of the most highly recommended veterinary centers in the region; and

WHEREAS, Locke Taylor cared for thousands of animals in Richmond and the surrounding region, from cats, dogs, birds, reptiles, and other pets to livestock and farm animals; and

WHEREAS, known for his unmatched kindness toward both people and animals, Locke Taylor ensured that his practice continued to provide compassionate, personalized service to its patients, along with a comprehensive range of treatment options, knowledge, and support; and

WHEREAS, outside of his career, Locke Taylor loved dancing and stayed fit through distance running and had finished several marathons; and

WHEREAS, Locke Taylor also had a fond appreciation for the great outdoors and enjoyed hunting, fishing, skiing, waterskiing, gardening, and other activities; he was a proud steward of the environment and recycled everything he could; and

WHEREAS, in later life, Locke Taylor and his wife, Becky, were avid travelers who visited many exciting destinations, but he was quick to point out that his favorite moments were spent at home, making memories with family and friends; and

WHEREAS, Locke Taylor will be fondly remembered and greatly missed by his beloved wife, Becky; his children, Wendy, Allen, and Bo, and their families; and numerous other family members, friends, and members of the community; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Locke A. Taylor, DVM, a trusted and respected medical professional who enhanced the lives of countless animals throughout Central Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Locke A. Taylor, DVM, as an expression of the General Assembly's respect for his memory.
