WHEREAS, State Route 28 is a primary state highway in Northern Virginia that provides the primary access to Dulles International Airport and is one of the most congested highways in the region; and

WHEREAS, improvements to State Route 28 that are currently underway include widening to eight lanes from Sterling Boulevard to the Dulles Toll Road, and the Six-Year Improvement Program approved by the Commonwealth Transportation Board in June 2014 provided $50 million to begin design, right of way, and construction for improvements to the Interstate 66 interchange at State Route 28; and

WHEREAS, improvements to the State Route 28 corridor are vital to the continued economic development of the fast-growing area that is home to Dulles International Airport; and

WHEREAS, inclusion in the Interstate Highway System requires highways to meet certain design and construction standards; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Department of Transportation be requested to study the feasibility of including State Route 28 from Interstate 66 to State Route 7 in Loudoun County in the Interstate Highway System.

In conducting its study, the Department of Transportation shall determine the benefits to the Commonwealth of including State Route 28 from Interstate 66 to State Route 7 in Loudoun County in the Interstate Highway System; determine the cost of meeting the design and construction standards required for inclusion in the Interstate Highway System; and identify possible funding sources for such expenses, including any federal funding for which the Commonwealth may be eligible to improve the corridor to meet interstate standards.

All agencies of the Commonwealth shall provide assistance to the Department of Transportation for this study, upon request.

The Department of Transportation shall complete its meetings by November 30, 2016, and shall submit to the Governor and the General Assembly an executive summary of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2017 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
