HOUSE JOINT RESOLUTION NO. 837
Commending Joseph Sheffey.

WHEREAS, Joseph Sheffey, who has served with great diligence and responsibility as a member of the Pulaski County Board of Supervisors for almost three decades and has been chair of the board since 1996, retires in 2015; and

WHEREAS, as a member of the board of supervisors, Joseph "Joe" Sheffey has focused on improving Pulaski County's economy, schools, and recreation opportunities; with education as a top priority, two new elementary schools were built and two other elementary schools were renovated; and

WHEREAS, efforts to improve the economy in Pulaski County and the entire region have been hallmarks of Joe Sheffey's work in local government; major employers such as Volvo Trucks and Red Sun Farms created new jobs, helping to diversify the county's economy; and

WHEREAS, Joe Sheffey also encouraged the development of the New River Resource Authority, the New River Valley Regional Jail Authority, a regional industrial facilities authority, and other initiatives; and

WHEREAS, in 2014, Joe Sheffey's accomplishments and his focus on doing what was best for the region were recognized when he received the Champion of the Valley award from the New River Valley Planning District Commission; he was the first person to be honored with the award; and

WHEREAS, a native of Pulaski County, Joe Sheffey represents the Cloyd District on the Board of Supervisors; he is a graduate of Dublin High School and received degrees from New River Community College, Virginia Polytechnic Institute and State University, and Radford University; and

WHEREAS, Joe Sheffey was an administrator at New River Community College for 36 years; he also served on the New River Valley Planning District Commission and was chair from 1994 - 1996; and

WHEREAS, public service has been a part of Joe Sheffey's life for many years; he was chair of Carilion New River Valley Medical Center, vice chair of the Pulaski County Chamber of Commerce and the Randolph Park Steering Committee, and is active in numerous boards and organizations; and

WHEREAS, a determination to work for the betterment of Pulaski County was central to Joe Sheffey's service on the Pulaski County Board of Supervisors; his concern for others, patience, fairness, and a level-headed but frank outlook greatly contributed to the success of many regional endeavors; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Joseph Sheffey on the occasion of his retirement in 2015 for his dedication and service as a longtime member and chair of the Pulaski County Board of Supervisors; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Joseph Sheffey as an expression of the General Assembly's respect and admiration for his years of service and his many accomplishments on behalf of the people of Pulaski County and the Commonwealth.
