SENATE BILL NO. 1087
AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the House Committee on Privileges and Elections
on February 15, 2019)
(Patrons Prior to Substitute--Senators Obenshain, Peake [SB 1051], and Barker [SB 1284])
A BILL to amend the Code of Virginia by adding in Article 2 of Chapter 3 of Title 24.2 a section numbered 24.2-304.04, relating to election districts; remedying split precincts; technical adjustments of legislative district boundaries of House of Delegates and Senate districts.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 2 of Chapter 3 of Title 24.2 a section numbered 24.2-304.04 as follows:

§24.2-304.04. House of Delegates and Senate districts; technical adjustments subsequent to decennial redistricting.

The General Assembly, subsequent to the enactment of House of Delegates and Senate districts following a decennial census pursuant to Article II, Section 6 of the Constitution of Virginia, may make technical adjustments to the legislative district boundaries solely for the purpose of causing district boundaries to coincide with the current boundaries of local voting precincts. Adjustments shall change existing districts only to the extent necessary to accomplish this purpose, and any change shall be consistent with the criteria for districts adopted for the preceding decennial redistricting.
