Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 55.1-602.1 as follows:

§55.1-602.1. Presumption that title to property transfers upon acceptance of deed for recordation by clerk.

There shall be a presumption for other state and local governmental agency [ and office ] purposes that title to property transfers to the grantee upon acceptance of a deed conveying such property by the clerk of court in the county or city in which the property is located. There shall be no such presumption for matters litigated in federal courts or courts of the Commonwealth.
