SENATE BILL NO. 668 Offered January 16, 2024 A BILL to require the Department of Environmental Quality to enforce a five-year moratorium on the issuance of new groundwater or surface water withdrawal permits. ---------- Patron-- Stuart ---------- Referred to Committee on Agriculture, Conservation and Natural Resources ----------

Be it enacted by the General Assembly of Virginia:

1. §1. That the Department of Environmental Quality shall enforce a five-year moratorium on the issuance of any new groundwater or surface water withdrawal permits beginning July 1, 2024, except for any such permits that are for the purpose of providing drinking water for human consumption.
