SENATE JOINT RESOLUTION NO. 38
Commending Amanda L. Newins.

WHEREAS, Amanda L. Newins, an attorney and a member of the Chesapeake City Council, was selected as the 2023 Woman of the Year by the Women's Division Chamber of Commerce Chesapeake; and

WHEREAS, a native of Hampton Roads, Amanda Newins worked as a 911 dispatcher in the Harrisonburg and Rockingham County region while she was attending James Madison University, then returned to Virginia Beach to earn a law degree from Regent University; and

WHEREAS, Amanda Newins stayed in Hampton Roads to complete an internship with the United States Coast Guard Legal Service Command, then served as an assistant attorney for the Commonwealth in Chesapeake; and

WHEREAS, as a prosecutor, Amanda Newins handled complex felony and misdemeanor cases, offenses related to driving under the influence and developed an interest in animal law; she currently works as an attorney at Shannon & Associates, P.C., specializing in traffic cases and criminal defense; and

WHEREAS, Amanda Newins has helped nonviolent offenders with substance abuse issues pursue rehabilitation as a member of the Chesapeake Drug Treatment Court team; she also serves as a court-appointed attorney, representing individuals who could not otherwise afford legal counsel; and

WHEREAS, desirous to be of further service to the community, Amanda Newins ran for and was elected to the Chesapeake City Council in 2022; and

WHEREAS, Amanda Newins has offered her time and talents to numerous other boards, committees, and service organizations to enhance the quality of life throughout Chesapeake; she often volunteers at animal shelters and has fostered several cats and dogs in need of permanent homes; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Amanda L. Newins on her selection as the 2023 Woman of the Year by the Women's Division Chamber of Commerce Chesapeake; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Amanda L. Newins as an expression of the General Assembly's admiration for her service to the Chesapeake community.
