12103110D WHEREAS, an independent audit found that the Virginia Department of Transportation had $1.45 billion in unused funds; and WHEREAS, the Virginia Department of Transportation needs forward-thinking policies, creative management techniques, cost saving strategies, and an increase in efficiency; and WHEREAS, the Virginia Department of Transportation should develop its working relationship with all agencies in the Commonwealth including the Commonwealth Transportation Board and with transportation planning organizations; and WHEREAS, transportation is an integral part of growth in the Commonwealth; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the Joint Legislative Audit and Review Commission be directed to study the efficiency of the Virginia Department of Transportation. In conducting its study, JLARC shall review VDOT operations, data systems, bidding processes, project management, outsourcing, contract management, and working relationship with other agencies such as the U.S. Environmental Protection Agency, the Commonwealth Transportation Board, and other transportation planning organizations. All agencies of the Commonwealth shall provide assistance to JLARC for this study, upon request. The Joint Legislative Audit and Review Commission shall complete its meetings by November 30, 2012, and the Chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2013 Regular Session of the General Assembly. The executive summary shall state whether JLARC intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website. |
