An act to amend Section 9101 9003 of the Elections Code, relating to elections.

County ordinances: initiative petitions. Initiative and referendum petitions: title and summary.
Existing law requires the Attorney General to prepare a circulating title and summary of the chief purposes and points of a proposed initiative or referendum petition, except if the Attorney General is a proponent of the measure, in which case the Legislative Counsel is required to prepare the circulating title and summary.
This bill would additionally require the Legislative Counsel to prepare the circulating title and summary if the proposed measure affects the Attorney General’s exercise of authority.
Existing law permits a proposed ordinance to be submitted to the county board of supervisors by filing an initiative petition with the county elections official that is signed by a specified number of voters.
This bill would make technical, nonsubstantive changes to that provision.

The people of the State of California do enact as follows:
SECTION 1.
Section 9003 of the Elections Code is amended to read:9003.
(a) The Attorney General is a proponent of a proposed measure.
(b) A proposed measure affects the Attorney General’s exercise of authority.
(a)A proposed ordinance may be submitted to the board of supervisors by filing an initiative petition with the county elections official, signed by not less than the number of voters specified in this article.
(b)Each petition section shall comply with Sections 100 and 9020 and contain a full and correct copy of the notice of intention and accompanying statement including the full text of the proposed ordinance.
