   An act to add Section 9518 to the Government Code, relating to the
state budget.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 70, as introduced, Morrell. Budget Bill: public availability.
   The California Constitution requires that a bill be read by title
3 times in each house or a bill with amendments be printed and
distributed to the members of each house before it may be passed.
   This bill would provide that no vote may be taken in either house
of the Legislature on the Budget Bill or other bills providing for
appropriations related to the Budget Bill, as defined in the
Constitution, until those bills have been made available to the
public for 3 days on a publicly available Internet Web site.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 9518 is added to the Government Code, to read:
   9518.  No vote shall be taken in either house of the Legislature
on the Budget Bill or other bills providing for appropriations
related to the Budget Bill, as defined in Section 12 of Article IV of
the California Constitution, until those bills have been made
available to the public for three days on a publicly available
Internet Web site.
