An act to amend Section 1651.5 of the Vehicle Code, relating to vehicles.

Vehicles: biennial registration.
Existing law generally establishes an annual registration period for vehicles and imposes annual registration fees on vehicles.
This bill would authorize the Director of Motor Vehicles, on or after January 1, 2020, to establish a biennial registration period for a vehicle, with subsequent renewals being required at biennial intervals thereafter, as specified.

The people of the State of California do enact as follows:
SECTION 1.
Section 1651.5 of the Vehicle Code is amended to read:1651.5.
(a) (1) The director may assign or reassign dates for the expiration of registration for a vehicle registered pursuant to this code. The director may establish a registration year for(2) On or after January 1, 2020, and as a component of the department’s subsequent update to its vehicle registration system, the director may establish a biennial registration period for a
vehicle, with subsequent renewals being required at biennial intervals thereafter.
(b) In order to implement a year-round registration for vehicles a vehicle registered pursuant to the International Registration Plan as described in Article 4 (commencing with Section 8050) of Chapter 4 of Division 3, the director, on or before January 1, 2009, shall assign or reassign a date for the expiration of registration of those vehicles a vehicle described in this subdivision and may utilize the applicable practices and procedures set forth under
subdivision (a) in order to implement this subdivision.
