The people of the State of California do enact as follows:
SECTION 1.
Section 21208 is added to the Public Utilities Code, to read:21208.
(a) The(1)Pathways for feasible implementation of electrification goals for the aviation industry.
(2)Consideration of the inclusion of aircraft fuel in the Low Carbon Fuel Standard protocols.
(3)Current state law and local ordinances and any potential changes to state law and local ordinances that are needed to facilitate the development of urban air mobility operations and infrastructure in the state.
(4)Pathways for promoting equity of access to advanced air mobility infrastructure to ensure open access and prohibit the monopolization of advanced air mobility infrastructure ownership and operations.
(1)A member appointed by the Senate President pro Tempore.
(2)A member appointed by the Speaker of the Assembly.
(3)A member appointed by the Governor.
(4)Members meeting the following specifications shall be appointed by the department:
(A)Representatives from the department.
(B)Representatives from the State Air Resources Board.
(C)Representatives from the Office of Planning and Research.
(D)Representatives from the Energy Commission.
(E)Representatives from the general aviation industry.
(F)Representatives of state and local law enforcement.
(G)Representatives of the urban air mobility industry.
(H)Transportation experts.
(I)Climate reduction experts.
(J)Aircraft engineering experts.
(K)Representatives of commercial airports.
(L)Vertical takeoff and landing operators.
(M)Representatives from local governments.
(N)Representatives of the general public.
(O)Representatives of electric utilities.
(c)The advisory committee shall do both of the following:
(1)Hold public hearings in locations across the state or via electronic means.
(2)Receive comments through an internet website, by mail, and by other methods, as appropriate.
