AN ACT MODIFYING LEGISLATIVE PROCEDURES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 2 of the general statutes be amended to: (1) Prohibit any strike-all amendment that substantively changes the underlying bill and which has not had a public hearing from being voted on by the House of Representatives or Senate; (2) require that all bills or resolutions to be voted on in the House of Representatives or Senate be placed on a list of bills or resolutions intended to be acted upon during that session day in the order in which they will be called that day and bills not acted on to be placed on the list for the next day; (3) require that the list of bills or resolutions intended to be acted upon during that session day be distributed to legislators at least twenty-four hours before the start of the session day; (4) provide that bills shall only be presented for a vote on the House or Senate floor between the hours of 9:00 a.m. and 5:00 p.m.; and (5) require that any legislator proposing the creation of a legislative task force or study be a member of such task force or body performing such study.

To make the legislative process more transparent and efficient.
