AN ACT ESTABLISHING A COMMENDATION MEDAL, AN ACHIEVEMENT MEDAL AND THE ORDER OF PRECEDENCE FOR STATE MILITARY DECORATIONS AND AWARDS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) The Adjutant General and two officers of field grade or above, appointed by the Adjutant General, shall constitute a board of officers to receive recommendations, through military channels, for the award of a commendation medal to any member of the armed forces of the state who has distinguished himself or herself by an act of heroism, extraordinary achievement or meritorious service. The commendation medal may be awarded for acts of valor of a lesser degree than those described in section 27-72 of the general statutes. Such acts may involve aerial flight. A bronze V device shall be displayed on the suspension and service ribbons of commendation medals awarded for valor. A bronze oak leaf cluster shall be issued in lieu of succeeding awards and a silver oak leaf cluster may be worn in lieu of three bronze oak leaf clusters. Except for acts of valor, the commendation medal shall not be awarded to general officers.

Sec. 2. (NEW) (Effective from passage) The Adjutant General and two officers of field grade or above, appointed by the Adjutant General, shall constitute a board of officers to receive recommendations, through military channels, for the award of a achievement medal to any member of the armed forces of the state who has distinguished himself or herself by meritorious service or achievement of a lesser degree than required for award of the commendation medal set forth in section 1 of this act. A bronze oak leaf cluster shall be issued in lieu of succeeding awards and a silver oak leaf cluster may be worn in lieu of three bronze oak leaf clusters. The achievement medal shall not be awarded to general officers.

Sec. 3. (NEW) (Effective from passage) The order of precedence of state military decorations and awards shall be as follows: The medal of valor, the medal of merit, the commendation medal, the achievement medal, the emergency service ribbon, the selected reserve force ribbon, the wartime service medal, military operations service ribbon, the long service medal, the achievement ribbon and the outstanding unit ribbon.

This act shall take effect as follows and shall amend the following sections:
