AN ACT WAIVING THE COMMERCIAL DRIVER'S LICENSE KNOWLEDGE AND SKILLS TEST FOR VETERANS WITH EQUIVALENT MILITARY LICENSES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Subsection (c) of section 14-44e of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2013):

(c) The commissioner may waive the skills test required under subsection (a) of this section in the case of an applicant for a commercial driver's license who meets the requirements of 49 CFR 383.77, as amended or, in the case of an applicant for a school bus endorsement who meets the requirements of 49 CFR 383.123, as amended. The commissioner may waive the knowledge and skills test required under subsection (a) of this section in the case of an applicant for a commercial driver's license who: (1) Is a member or uniformed employee of the armed forces of the United States or Connecticut National Guard, who has been separated from such service or employment within ninety days preceding the date of application for a commercial driver's license or a current member of the Connecticut National Guard; (2) has stated, under oath, that he or she has been regularly employed in a position in the armed forces of the United States or Connecticut National Guard requiring operation of a commercial motor vehicle representative of the class of commercial motor vehicle for which the applicant is applying for at least two years immediately preceding the date of the commercial driver's license application in the case of current National Guard members, or the date the applicant separated from military service or employment; (3) provides documentation of military experience and training including, but not limited to, the class of motor vehicle the waiver applicant was authorized to drive for the last two years of military service or employment; and (4) holds a military license authorizing operation of military vehicles that are representative of the class of commercial motor vehicle the applicant is applying for or was exempt from the provisions of subsection (a) of this section pursuant to subdivision (2) or (3) of subsection (b) of section 14-44a. The commissioner, in consultation with the Commissioner of Veterans' Affairs and the Adjutant General of the Military Department, may adopt regulations, in accordance with the provisions of chapter 54, to establish the requirements and procedures for obtaining such waiver.

This act shall take effect as follows and shall amend the following sections:

To increase job opportunities available to veterans by allowing an exemption from the commercial driver's license skills and knowledge test for veterans with an equivalent military license.
