AN ACT ESTABLISHING A SURCHARGE ON ANIMAL ADOPTION FEES TO FUND THE SECOND CHANCE LARGE ANIMAL REHABILITATION PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2017) There is established a surcharge of five per cent of the total adoption fee for any animal that is adopted from any municipal dog pound, animal shelter or animal adoption or animal rescue organization in this state. All funds generated from such surcharge fee shall be paid to the Commissioner of Revenue Services for deposit into the General Fund provided the commissioner shall make one-half of all such funds available for use by the Department of Agriculture for the purpose of funding the Second Chance Large Animal Rehabilitation Program.

This act shall take effect as follows and shall amend the following sections:

To help fund the Second Chance Large Animal Rehabilitation Program of the Department of Agriculture.
