AN ACT REQUIRING EXECUTIVE AND LEGISLATIVE REVIEW OF CERTAIN QUASI-PUBLIC AGENCY CONTRACTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2017, and applicable to contracts entered into or renewed on and after said date) (a) For the purposes of this section, "quasi-public agency" has the same meaning as provided in section 1-120 of the general statutes and "contract" means any employment contract, consulting contract or separation agreement that a quasi-public agency intends to enter into or renew.

(b) On and after October 1, 2017, each quasi-public agency shall submit a copy of all contracts to the Attorney General for review and comment prior to entering into or renewing any such contract. If such contract has an annual cost of over one hundred thousand dollars, the quasi-public agency shall, at the time of submission of such contract to the Attorney General, also submit a copy of such contract to the joint standing committee of the General Assembly having cognizance of such quasi-public agency, in accordance with the provisions of section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:

To increase executive and legislative oversight of quasi-public agency contracts by requiring the submission of certain contracts to the Attorney General and relevant legislative committee.
