AN ACT CONCERNING APPRENTICESHIP OPPORTUNITIES FOR HIGH GROWTH, HIGH DEMAND JOBS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) (a) There is established a task force to study the feasibility of developing a public-private partnership that provides apprenticeship opportunities for high school and college students in high growth, high demand jobs in the state. The task force shall (1) identify high growth, high demand jobs in the state in fields including, but not limited to, finance, computer science, engineering, health care, insurance and biomedicine; (2) identify the education and skill level requirements for such jobs; (3) analyze whether educational achievement and attainment trends of students in the state sufficiently satisfy the requirements of such jobs; (4) identify state-wide demographic trends in the workforce; (5) review similar apprenticeship programs being administered in other states, including, but not limited to, Colorado and Georgia, for the purpose of determining if such programs can be replicated in Connecticut; (6) analyze the feasibility of creating in-state partnerships that provide apprenticeship opportunities for such high growth, high demand jobs; (7) examine whether the existing apprenticeship program, as provided in chapter 557 of the general statutes, can be utilized or expanded to develop such partnerships; and (8) identify any potential institutional or legal obstacles associated with the creation and implementation of such partnerships and apprenticeship opportunities.
(b) The task force shall consist of the following members:
(1) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement, or their designees;
(2) The Commissioner of Education, or the commissioner's designee;
(3) The Commissioner of Economic and Community Development, or the commissioner's designee;
(4) The superintendent of the technical high school system, or the superintendent's designee;
(5) A representative of the Connecticut Business and Industry Association, and the chief executive officer from a top-tier Connecticut business, or the chief executive officer's designee, selected by the Connecticut Business and Industry Association;
(6) A representative of the National Federation of Independent Business, and the chief executive officer from a top-tier Connecticut business, or the chief executive officer's designee, selected by the National Federation of Independent Business;
(7) A representative of the Connecticut Coalition for Achievement Now;
(8) A representative of the Connecticut Conference of Independent Colleges;
(9) A representative of the American Swiss Foundation;
(10) Representatives from multinational corporations with a physical presence in Connecticut selected by the Commissioner of Economic and Community Development;
(11) The president of the Connecticut State Colleges and Universities, or the president's designee; and
(12) The president of The University of Connecticut, or the president's designee.
(c) Any member of the task force appointed under subsection (b) of this section may be a member of the General Assembly.
(d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.
(e) The chairpersons of the task force shall be elected from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.
(f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement shall serve as administrative staff of the task force.
(g) Not later than January 1, 2018, the task force shall submit a report on its findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to education, higher education and employment advancement, and labor and public employees, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2018, whichever is later.
This act shall take effect as follows and shall amend the following sections: | ||

Statement of Purpose:
To establish a task force to identify high growth, high demand jobs and analyze the implementation and creation of partnerships that provide apprenticeship opportunities for such jobs.
