Summary

Authorizes the court to refer actions to binding arbitration. Provides that the arbitration decision may be made known to a judge in a trial de novo prior to the judge entering his or her order on the merits. Amends provisions relating to grounds and proceedings for eviction. Requires mobile home park owners receiving a bona fide offer for purchase to notify the officers of the homeowners' association, etc.
