Authorizing a court to order a defendant to pay child maintenance restitution to the surviving parent or guardian of a minor if the defendant is convicted of violating specified provisions of law and the deceased victim of the offense was the parent or guardian of a child; requiring the court to determine an amount that is reasonable and necessary based on specified relevant factors if it sentences the defendant to pay child maintenance restitution; providing for the collection, disbursement, and enforcement of child maintenance restitution; providing civil penalties, etc.
