Prohibiting a municipality or private company from charging for garbage pick-up services that are not rendered within a specified period; requiring a municipality or private company to issue a credit on a monthly bill or a refund within a specified timeframe; prohibiting a telecommunications company and a cable and video service provider from charging for services that are interrupted for longer than a specified period; requiring payment to the customer of a specified penalty if a credit or refund is not issued within a specified timeframe, etc.
