    1                       Senate Joint Resolution                     
    2         A joint resolution proposing the creation of Section
    3         30 of Article X of the State Constitution to enhance
    4         access to affordable health care by expanding the
    5         availability of Medicaid coverage.

    7  Be It Resolved by the Legislature of the State of Florida:
    8  
    9         That the following creation of Section 30 of Article X of
   10  the State Constitution is agreed to and shall be submitted to
   11  the electors of this state for approval or rejection at the next
   12  general election or at an earlier special election specifically
   13  authorized by law for that purpose:
   14                              ARTICLE X                            
   15                            MISCELLANEOUS                          
   16         SECTION 30.Medicaid expansion.—The Agency for Health Care
   17  Administration shall submit state plan amendments to the Federal
   18  Government to expand Medicaid coverage to include persons under
   19  age 65 with an income equal to or below 138 percent of the
   20  current federal poverty level.
   21         BE IT FURTHER RESOLVED that the following statement be
   22  placed on the ballot:
   23                      CONSTITUTIONAL AMENDMENT                     
   24                        ARTICLE X, SECTION 30                      
   25         MEDICAID EXPANSION.—Proposing an amendment to the State
   26  Constitution to expand Medicaid coverage to include persons
   27  under age 65 with an income equal to or below 138 percent of the
   28  current federal poverty level, which in 2017 equaled $16,643 for
   29  a single person and $22,412 for a family of two.
