A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FIRST REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $16,990,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of financing capital improvement projects for the first representative district, as follows:

1.   To be expended by the department of education:

     A.   Haaheo school, Hawaii

          Plans, design, and construction of a covered playcourt.

               Plans                   $   20,000

              Design                     200,000

              Construction             1,780,000

                   Total funding                     $2,000,000

     B.   Paauilo school, Hawaii

          Plans, design, and construction of a sidewalk along Hauola road that leads to the school.

              Plans                   $    9,000

              Design                       9,000

              Construction                72,000

                   Total funding                      $   90,000

     C.   Honokaa high school, Hawaii

          Plans, design, and construction of track and field and stadium improvements at Honokaa park in partnership with the county of the island on which the park is located; provided that no funds shall be made available under this Act unless the county provides matching funds of $1,500,000 for the purpose for which this sum is appropriated.

2.   To be expended by the department of labor and industrial relations, office of community services:

     A.   Brantley center, Hawaii

          Plans, design, and construction for health and safety, Americans with Disabilities Act, and facility upgrades and improvements.

                   Total funding                      $  500,000


     B.   Hakalau school, Hawaii

          Plans, design, and construction for the renovation of a community center on the site of old Hakalau school.

     C.   Laupahoehoe community public charter school, Hawaii

          Plans, design, and construction for a photovoltaic system.

3.   To be expended by the department of agriculture:

     A.   Ookala dairy road, Hawaii

          Plans, design, and construction of a dairy road.

     B.   Paauilo slaughter house, Hawaii

          Plans, design, and construction for building renovations and improvements.

4.   To be expended by the University of Hawaii:

     A.   North Hawaii education and research center, Hawaii

          Design and construction for renovations to nursing and culinary buildings, ground site improvements, equipment and appurtenances.

              Construction             8,455,000

                   Total funding                     $9,500,000

     B.   Office of Mauna Kea management, Hawaii

          Health and safety improvements.

              Construction             1,000,000

                   Total funding                     $1,000,000

5.   To be expended by the county of Hawaii:

     A.   Mamane street, Honokaa, Hawaii

     Plans, design, construction, and land purchase for the construction of a pedestrian walkway connecting Mamame street with north Hawaii education and research center and the Hale Hoomalu urgent care facility.

                   Total funding                       $1,000,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016.
