A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION TO THE STATE PUBLIC CHARTER SCHOOL COMMISSION TO MAINTAIN AND CONTINUE THE CURRENT FEDERALLY FUNDED CHARTER SCHOOL PREKINDERGARTEN CLASSROOMS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State has made steady progress in investing in early learning over the years. The legislature further finds that Hawaii's youngest children can benefit from early learning programs before they enter kindergarten at age five.  Act 109, Session Laws of Hawaii 2015, set forth the history of early learning in the State of Hawaii and statutorily created the executive office on early learning public prekindergarten program.  Under Act 109, the public charter schools were authorized to use their available classrooms for public preschool programs through the executive office on early learning's public prekindergarten program, giving priority to public charter schools that service high populations of underserved or at-risk children.

     In 2014, the state public charter school commission applied for and received the federal Preschool Development Grant from the United States Departments of Education and of Health and Human Services to establish prekindergarten classrooms in charter schools.  The award provided a four-year grant to start prekindergarten classrooms.  Currently, there are eighteen prekindergarten classrooms operating in eleven charter schools statewide.  School year 2018-2019 is the final year of the federal Preschool Development Grant of 2015.

     The purpose of this Act is to appropriate moneys for school year 2019-2020 to the state public charter school commission to maintain and continue the current federally funded eighteen existing charter school prekindergarten classrooms that were provided for by the federal Preschool Development Grant of 2015.  This appropriation shall be exempt from section 302D-28, Hawaii Revised Statutes.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $4,000,000 or so much thereof as may be necessary for fiscal year 2019-2020 for the purposes of this Act.

     The sum appropriated shall be expended by the state public charter school commission for the purposes of this Act.

     SECTION 3.  This Act shall take effect upon its approval.
