HOUSE CONCURRENT RESOLUTION

requesting the convening of a TASK FORCE to EXPLORE THE MERGING OF THE OAHU INTERSCHOLASTIC ASSOCIATION AND INTERSCHOLASTIC LEAGUE OF HONOLULU high school football leagues.

WHEREAS, the State has an interest in developing and supporting high school athletics; and

WHEREAS, alumni and students demonstrate unwavering school spirit and commitment to their high school football teams; and

WHEREAS, the high schools in the State have a strong and ongoing rivalry between their respective football teams; and

WHEREAS, the division between the Oahu Interscholastic Association and Interscholastic League of Honolulu makes it difficult to determine outright champions in Oahu football competitions; and

WHEREAS, the merging of the Oahu Interscholastic Association and Interscholastic League of Honolulu may provide benefits both fiscally and competitively; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Legislature convene a task force to explore merging the Oahu Interscholastic Association and Interscholastic League of Honolulu high school football leagues; and

BE IT FURTHER RESOLVED that Lieutenant Governor, or his or her designee, is requested to serve as the Chairperson of the task force to invite interested parties to be members of the task force, including:

(1) The executive director, or the executive director's designee, of the Oahu Interscholastic Association;

(2) The executive director, or the executive director's designee, of the Interscholastic League of Honolulu;

(3) One athletic director from a high school with a football team in the Oahu Interscholastic Association division 1;

(4) One athletic director from a high school with a football team in the Oahu Interscholastic Association division 2;

(5) One athletic director from a high school with a football team in the Interscholastic League of Honolulu division 1;

(6) One athletic director from a high school with a football team in the Interscholastic League of Honolulu division 2;

(7) One head football coach, or head football coach's designee, in the Oahu Interscholastic Association division 1;

(8) One head football coach, or head football coach's designee, in the Oahu Interscholastic Association division 2;

(9) One head football coach, or head football coach's designee, in the Interscholastic League of Honolulu division 1; and

(10) One head football coach, or head football coach's designee, in the Interscholastic League of Honolulu division 2; and

BE IT FURTHER RESOLVED that the task force is requested to consider:

(1) Whether merging the Oahu Interscholastic Association and Interscholastic League of Honolulu high school football leagues is feasible;

(2) The costs associated with merging Oahu Interscholastic Association and Interscholastic League of Honolulu high school football leagues;

(3) The financial benefits of merging the Oahu Interscholastic Association and Interscholastic League of Honolulu;

(4) The athletic benefits of merging the Oahu Interscholastic Association and Interscholastic League of Honolulu; and

(5) How the league could be funded; and

BE IT FURTHER RESOLVED that members of the task force are requested to serve without compensation; and

BE IT FURTHER RESOLVED that the task force is requested to submit its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017; and

BE IT FURTHER RESOLVED that the task force be dissolved on June 30, 2017; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted the Lieutenant Governor; the executive director of the Oahu Interscholastic Association; the executive director of the Interscholastic League of Honolulu; the athletic director of each high school that has a football team in the Oahu Interscholastic Association; the athletic director of each high school that has a football team in the Interscholastic League of Honolulu; each football head coach in the Oahu Interscholastic Association; and each football head coach in the Interscholastic League of Honolulu.
