A BILL FOR AN ACT

 

 

relating to economic development.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the emerging small commercial satellite market provides a unique opportunity for Hawaii to take the lead in providing space access to the communications, imaging, navigation, and data industries.  Hawaii is located at an ideal geographic site for the launching of satellites into low earth equatorial orbit.  With more than 3,600 small satellites expected to be launched in the next decade, valued in excess to $22,000,000,000, Hawaii's geographic location and strong academic foundation in engineering and technology provide a unique opportunity for the State to capitalize on this growth industry.  This opportunity also has the potential to provide tremendous economic benefits to the State.

     The legislature further finds that the private sector has increasingly expressed interest in establishing space-oriented businesses in Hawaii, including small satellite processing and launch facilities.  The State encourages private investment in the emerging small satellite industry in Hawaii, but also recognizes that successful development of this industry will require public-private partnerships.  As this emerging market is rapidly transforming commercial access to space, it is imperative that the State demonstrate support for expanding this industry in Hawaii to successfully compete with other states.

     The purpose of this Act is to make an appropriation, subject to the availability of matching funds, to conduct any studies necessary to ascertain the feasibility and benefits of establishing a small satellite launch and processing facility in the State, as well as any related public outreach programs.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to conduct:

     (1)  Any studies necessary to ascertain the feasibility and benefits of establishing a small satellite launch and processing facility in the State, including any studies related to environmental impact, economic impact, and site selection; and

     (2)  Related public outreach programs;

provided that no funds shall be made available under this Act unless the University of Hawaii obtains matching funds from private sources.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
