A BILL FOR AN ACT

 

 

relating to campaign reports.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 11-339, Hawaii Revised Statutes, is amended to read as follows:

     "[[11-339[]  Final election period report for candidate committee or noncandidate committee] Candidate committees or noncandidate committees receiving and expending $1,000 or less [during the] in an election period.  (a)  Any provision of law to the contrary notwithstanding, a candidate committee or noncandidate committee whose aggregate contributions and aggregate expenditures for the election period total $1,000 or less, shall electronically file only a final election period report, and need not file a preliminary and final primary report, a preliminary and final general report, or a special election report.

     (b)  By June 30 of an election year, a candidate committee that does not intend to receive contributions, or make expenditures, that aggregate more than $1,000 in an election period shall notify the commission of its intent in the candidate committee's organizational report.

     (c)  By the fifth calendar day before the due date of the preliminary primary report, a noncandidate committee that does not intend to receive contributions, or make expenditures, that aggregate more than $1,000 in an election period shall notify the commission of its intent in the noncandidate committee's organizational report.

     [(b)] (d)  Until the candidate committee's or noncandidate committee's registration is terminated as provided in section 11-326, supplemental reports and other reports required by this part shall be filed."

     SECTION 2.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.

Hawaii Campaign Spending Commission Package; Final Election Period Report; Candidate Committees; Noncandidate Committees; Contributions and Expenditures; Organizational Report

 

Description:

Requires candidates who do not intend to receive or spend more than $1,000 in an election period to notify the Campaign Spending Commission of this intention by 6/30 of an election year, and noncandidate committees that do not intend to receive or spend more than $1,000 in an election period to notify the Commission of this intention by the 5th day before the due date of the preliminary primary report.
