A BILL FOR AN ACT

 

 

relating to agriculture.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that increased funding is necessary to support agriculture in the State.

     Accordingly, the purpose of this Act is to appropriate moneys to the agricultural development and plant industry divisions of the department of agriculture to increase biosecurity at airports and harbors; support small local farmers; and promote the safety of workers and the public in relation to agriculture, invasive species, and native ecosystems.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to support agriculture in the State, to be allocated as follows:

     (1)  $          to the agricultural development division; and

     (2)  $          to the plant industry division,

of the department of agriculture.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 3.  Notwithstanding any law to the contrary, the funds appropriated by this Act may be transferred, with the approval of the governor, to the Supplemental Appropriations Act of 2020, for program execution and expenditure.

     SECTION 4.  This Act shall take effect on July 1, 2020.
