A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twentieth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $221,850,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of capital improvement projects for the twentieth senatorial district, as follows:

1.   Barbers point elementary school

     Air conditioning for entire school.

          Design                        $385,000

          Construction                $3,465,000

          Total funding                              $3,850,000

2.   East Kapolei elementary school

     A.   New school.

          Construction                 $5,000,000

          Total funding                  $5,000,000

3.   East Kapolei middle school

     A.   New school.

          Construction                 $90,000,000

          Total funding                 $90,000,000

4.   Kapolei middle school

     A.   Shelter in place (library, buildings A, C, E, F, G, H, I).

          Design                        $132,000

          Construction                $1,188,000

          Total funding                              $1,320,000

     B.   Bus loading area and additional parking.

     C.   Restrooms for portables.

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sums appropriated in items 1 through 8 shall be expended by the department of education;

     (2)  The sum appropriated in item 9 shall be expended by the Hawaii community development authority;

     (3)  The sum appropriated in item 10 shall be expended by the University of Hawaii; and

     (4)  The sums appropriated in items 11 and 12 shall be expended by the department of transportation.

     SECTION 4.  This Act shall take effect on July 1, 2015.
