STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

 

 

convening a Joint Legislative Work Group to develop recommendations for incentives to assist film and creative media and defense and dual-use industries.

 

 

     WHEREAS, following the 2009 legislative session, the Chairs of the Senate Committee on Economic Development and Technology and the House Committee on Economic Revitalization, Business, and Military Affairs convened a Technology Caucus Work Group to bring together industry stakeholders and interested policymakers to develop recommendations for legislation to enhance Hawaii's struggling economy; and

 

     WHEREAS, the Technology Caucus Work Group provided an informal forum to review the current status of Hawaii's creative media and technology research and development industries, identify state or county actions that impede long-term growth and expansion of these industries, and develop recommendations to address these impediments; and

 

     WHEREAS, the Technology Caucus Work Group also identified best practices supporting the growth and development of the creative media and technology research and development industries in other jurisdictions to aid in developing proposed suggestions for future legislation; and

 

     WHEREAS, the Technology Caucus Work Group identified and supported a number of legislative initiatives in the Regular Session of 2010; and

 

     WHEREAS, if the film and creative media and defense and dual use industries are to achieve their potential in creating quality, high-paying jobs to kickstart Hawaii's economy, practical incentives must be developed; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Senate Committee on Economic Development and Technology and the House Committees on Economic Revitalization, Business and Military Affairs and Tourism, Culture and International Affairs convene a Joint Legislative Work Group during the interim of 2010 to study and develop recommendations for practical incentives to support expansion of the film and creative media and defense and dual-use industries in 2010 and succeeding decades; and

 

     BE IT FURTHER RESOLVED that members of the Work Group also include:

 

     (1)  The Director of Business, Economic Development, and Tourism or the Director's designee;

 

     (2)  The Director of Taxation or the Director's designee;

 

     (3)  Representatives of science and technology organizations with broad-based industry representation; and

 

     (4)  Five members to represent stakeholders of the tax credits under sections 235-17, 235-110.9, and 235‑110.91, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the Work Group:

 

     (1)  Evaluate the tax credits under sections 235-17, 235‑110.9, and 235-110.91, Hawaii Revised Statutes;

 

     (2)  Review and evaluate other state and federal incentives; and

 

     (3)  Develop legislation to improve the tax credits, establish alternatives to the credits, or establish other incentives that would assist film and creative media and defense and dual-use industries in growth and expansion of their sectors of Hawaii's science and technology economy; and

 

     BE IT FURTHER RESOLVED that the Work Group report its findings and recommendations, including any recommendations for legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the Senate; Speaker of the House of Representatives; Director of Business, Economic Development, and Tourism; and Director of Taxation.
