SENATE RESOLUTION

 

 

requesting that budget submissions for state assets include an appropriation amount for the cost of maintenance, Repair, renovation, reconstruction, and replacement, A SCHEDULE FOR REPAIR AND MAINTENANCE, AND A PLAN FOR REPLACEMENT OR REDEVELOPMENT.

 

 


     WHEREAS, costs associated with the construction of state capital improvement projects include cost elements such as design, construction, land acquisition costs, equipment, and planning; and

 

     WHEREAS, however, repair and maintenance costs are often not included in the budget of these projects or other state assets; and

 

     WHEREAS, repair and maintenance services are necessary and vital in the upkeep of state buildings and infrastructure and may include repairs and alterations of buildings, monitoring and regulating of air conditioning, and managing contracts for elevators and air conditioning maintenance; and

 

     WHEREAS, as with private property management and best practices for homeowners, capital improvement projects and proposals for the acquisition of other state assets should set aside funds for ongoing repair, maintenance, and upkeep costs; and

 

     WHEREAS, to prevent budget shortfalls for later repair, maintenance, renovation, reconstruction, and replacement, it is critical to incorporate these costs into the initial budget of state assets; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that budget submissions for all state land, buildings, infrastructure, amenities, vehicle fleets, and other state assets include an appropriation amount for the cost of maintenance, repair, renovation, reconstruction, and replacement; and

 

     BE IT FURTHER RESOLVED that all budget submissions for state assets also include a proposed schedule of repair and maintenance, and a plan for determining when it is necessary to replace, reconstruct, and redevelop state assets because it is more cost effective than repairing or maintaining the older assets; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Comptroller, and Director of Finance.
